A produção normativa do Conselho Nacional do Ministério Público como formulador de políticas públicas ambientais

Abstract

The objective of this article is to empirically analyze the normative production of the National Council of the Public Prosecutor's Office (CNMP) in the environmental area from the perspective of the concept of public policies, answering the following research problems: does the CNMP produce norms aimed at defining priorities for action in environmental matters? We begin with an explanation of the policy analysis literature and its relation to the normative production of the CNMP, followed by a description of the functioning of the agency. For the empirical analysis we selected eleven normative propositions, which were classified between structural and functional and according to the stages of the public policy cycle. We conclude - through these classifications and by noting that most (63.6%) of the propositions were approved by the plenary session - that the CNMP assumes the role of coordinator of the environmental performance of the Brazilian Public Prosecutor's Office, exercising it through the creation of public policies.
